Letter from the Chair

The Ohlone College Citizens’ Bond Oversight Committee (CBOC) is pleased to share with the Ohlone College community this report for the fiscal year 2014-15. The primary role of the CBOC is to monitor the expenditures associated with the College’s Measure G general obligation bond. Our Annual Report covers the period of July 1, 2014, through June 30, 2015.

Measure G, a $349 million Proposition 39 general obligation bond initiative, approved by district voters in November 2010, continues to progress. The South Parking Structure received its finishing touches as this fiscal year came to a close and opened with the start of the new academic year. The structure provides 900 parking spaces to the top of the campus and a beautiful new turn around. The demolition of Buildings #1, #2 and #8 began as soon as students left for summer break, making way for the Academic Core project. The Academic Core project is the largest project in the Measure G bond program. It will include a new Science Building and an Arts & Learning Commons Building. The Athletic Fields project completed its planning and began construction in the 2014-2015 year. This project revamps the baseball field, softball field and soccer field. It will also add a new field house to the facilities. Many planning activities and small capital improvement projects occurred throughout the year, alongside the preparations for and work on the larger projects.

The principal duties of the CBOC are to ensure that bond proceeds have been expended for the purposes set forth in the ballot language; to report on progress annually to the public; and to provide a statement of compliance certifying that the College, during the reporting period, has met all the requirements established in both the ballot language and by statute.

As Chair of the CBOC, I state that, to the best of its knowledge based on current auditor reports and regular reporting by the College to the CBOC, the Committee finds that the Ohlone Community College District is in full compliance with the responsibilities as described in Article XIIIA, Section 1 (b) (3) of the California State Constitution, which addresses bond indebtedness incurred by a community college district.
